San Diego, Calif. – Nov. 22, 2023 - On November 22, North San Diego Business Chamber released the attached letter in support of the U.S. Chamber’s sentiments outlined in its recent open letter on artificial intelligence (AI) addressed to state leaders. The U.S. Chamber is urging state leaders to conduct AI assessments to create a federal framework to provide American businesses with confidence and certainty to invest in AI adoption.
RE: Open Letter on Artificial Intelligence to State Leaders
Dear Members of the California State Assembly and Senate,
I am writing on behalf of the North San Diego Business Chamber, representing over 800 business members across San Diego County, to express our strong support for the sentiments outlined in the U.S. Chamber’s open letter on artificial intelligence (AI) addressed to state leaders. Our members represent more than 350,000 employees, ranging from global businesses with 5,000+ headcount, to minority owned small businesses and sole proprietorships. Across this spectrum, there is broad interest in the potential impacts based on the rapid evolution of AI technologies and their potential to revolutionize industries, attract investment, and create new employment opportunities. However, we share the concern of others regarding the potential impact of a patchwork of state and local-level regulations on AI development and adoption.
Technological innovation, particularly in the realm of artificial intelligence, plays a pivotal role in driving American economic leadership. Throughout our history, the United States has been at the forefront of pioneering technologies, from the mass production of automobiles to the advent of the Internet. AI, with its transformative capabilities, presents a unique opportunity to continue this legacy and address some of society's most pressing challenges.
Importantly, I would like to emphasize that the North San Diego Business Chamber and its members believe that a cohesive federal framework is essential to providing American businesses with the certainty required to invest in AI and ensure a smooth transition to an AI-empowered economy. While recognizing the role of states in promoting AI adoption within specific contexts, we endorse the call for the federal government to take the lead in developing a comprehensive regulatory framework for AI. Our members fully support the U.S. Chamber Open Letter on Artificial Intelligence, and we call on California state leaders to carefully consider the recommendations put forth in the open letter.
Specifically, we support the suggestion for states to conduct thorough assessments of existing laws to identify their applicability to AI, thereby avoiding unnecessary regulatory duplication. Furthermore, we encourage California leadership at all levels to explore AI use cases that enhance government efficiency and improve service delivery.
Further, as a regional Business Chamber, it is our responsibility to advocate for workforce development and talent pipeline opportunities in support of our workforce. Therefore, we call attention to the importance of strengthening support for computer science education and digital skilling initiatives. By doing so, California can lead the nation in ensuring that the American workforce is adequately prepared to harness the potential of AI technologies, fostering professional growth and increased productivity. In conclusion, we appreciate your consideration of this matter and believe that by embracing the benefits of AI while carefully studying legal frameworks, state leaders can position California as the leader in the AI revolution. It is crucial that state and local governments at all levels set policies inspiring leadership and unleash the full potential that AI offers.
